They checked both the IMEI and the IMEI2 and say both are unlocked. I can see the new carrier SIM info in the About, but when I try to make a call, I get the Verizon recording. It even says that when there's no SIM in it. With the Verizon SIM installed, I did a factory wipe of all data, (after turning off find my iphone, logging out of iCloud, etc.) Then when booted to the initial setup again, I powered it down, swapped to the new SIM and started the phone back up. I've been on the phone with them at least 4 times in the last few days, tried the support chat (not recommended) and did what they told me in the order they told me. My wife's phone seems fine, but Spectrum Mobile still shows my phone as locked by Verizon so I can't start the activation. I bought two new phones from Apple in 2020, so they are long paid off.
